Start the Android device

Start the Android device

Brings the workflow's (or the scratch conversation's) Android device box up (android tier) and starts the device on its desktop, detached: the response does not wait for the emulator, which downloads on first start and takes minutes to boot. Poll GET for progress. acceptLicenses records the caller's acceptance of Google's Android SDK license for the whole vault (the blocks GET returned) before starting. 404 when Android devices are off on this deployment, 403 when the vault may not use them.
