Android device start status

How far the device's start is: provisioning (box coming up), starting (android-up running; booting once the emulator boots on the desktop, when the live view can attach), running (booted), license (Google's Android SDK license blocks a vault member must accept, in licenses; POST them back as acceptLicenses) or error. While provisioning or starting, step names what is happening (resolving packages, downloading each one, starting the desktop, booting), detail adds the numbers, and progress is 0..1. A license the vault or the deployment already accepted is applied here without asking. 409 when the box degraded.
